Jean-Paul Theroux, Investigative Counsel

Jean-Paul Theroux serves as Investigative Counsel with the Office of Congressional Conduct ("OCC").

For nearly nine years after graduating from law school, Mr. Theroux was an Associate with a large international law firm where his practice focused on complex corporate investigations, government enforcement actions, and other legal and administrative proceedings before several federal agencies—principally in the areas of anti-corruption and antitrust law.  Beginning in 2015, Mr. Theroux spent 18 months seconded to an affiliated Brazilian law firm in São Paulo where he consulted on aspects of U.S. law in the context of cross-border anti-corruption investigations.

Before joining the OCC in 2024, Mr. Theroux also served briefly as a prosecutor in the Office of the Commonwealth’s Attorney for Loudoun County, Virginia.

Mr. Theroux received his J.D. cum laude from William & Mary Law School and his B.A. in English Literature from the University of Virginia, where he was elected Phi Beta Kappa.
