Lorraine C. Miller
Lorraine Miller was appointed to the Governing Board of the Office of Congressional Conduct on February 2, 2023. In 2007, as Speaker of the House, Pelosi nominated, and the House confirmed Ms. Miller as the 35th Clerk of the U.S. House of Representatives. Ms. Miller became the first African American to become an officer of the U.S. House since its inception in 1789. From 2004-2010, she served as president of the Washington, D.C. Branch of the NAACP. From 2008-2017, Ms. Miller served as a national board member of the NAACP and served as the National Interim President/CEO of the NAACP from 2013-2014.
In 1992, Ms. Miller was asked to join the White House staff as Deputy Assistant to the President for Legislative Affairs (House). During the Clinton Administration, Ms. Miller held positions with the FTC and with the FCC. She returned to the White House near the end of the Clinton Administration and joined the Office of the Vice President as the Director of the Community Empowerment Board.
Ms. Miller has also served on the staffs of three Speakers of the U.S. House of Representatives, Jim Wright of Texas, Thomas S. Foley of Washington State and Nancy Pelosi of California. She also became a floor assistant to her friend and mentor, Congressman John Lewis of Georgia.
Ms. Miller continues as a lifelong member and Trustee of her home church, the Historic Mt. Zion Baptist of Fort Worth. Furthermore, Ms. Miller continues her fellowship with the Shiloh Baptist Church of Washington, D.C. where she has sung in the choir for more than 40 years.
Ms. Miller has a B.S. in Political Science from North Texas State University as well as an Executive M.B.A from the Georgetown School of Business in International Business Development. She has also completed the John F. Kennedy School of Government Senior Managers in Government Program and has received an honorary Doctor of Law's degree from the then Southeastern University of Washington, D.C.
