Cheryl Johnson

Cheryl Johnson was appointed to the Board of the Office of Congressional Conduct on June 23, 2025. She brings more than 20 years of experience in the House to the board.

Ms. Johnson served as the 36th Clerk of the U.S. House of Representatives from February 26, 2019, to June 30, 2023, and is one of the few clerks to have been appointed by both Democratic and Republican Speakers. From 1988 to 2006, she first served as Director and Counsel for the Subcommittee on Libraries and Memorials under the House Administration Committee, and then as Chief Education and Investigative Counsel for the House Committee on Education and the Workforce. In 2024, she received the Freedom Award from the United States Capitol Historical Society for her exceptional public service.

Immediately prior to her tenure as Clerk, Ms. Johnson worked for over a decade at the Smithsonian Institution, including serving as Director of the Smithsonian’s Office of Government Relations and Chief of Staff to the National Museum of African American History and Culture. Most recently, she was Director of External Affairs for the U.S. Agency for Global Media. She also serves on the board of the Faith and Politics Institute.

Ms. Johnson earned her bachelor’s degree in journalism and mass communication from the University of Iowa and her law degree from Howard University School of Law.
