On October 7th, 2025, the Office of Congressional Conduct transmitted a referral to the Committee on Ethics of the United States House of Representatives regarding Rep. Michael Collins.

Nature of the Review

Rep. Collins may have used congressional resources for unofficial or otherwise unauthorized purposes. If Rep. Collins used congressional resources for unofficial or otherwise unauthorized purposes, then Rep. Collins may have violated federal law, House rules, and standards of conduct.

Rep. Collins may have retained an employee who did not perform duties commensurate with the compensation the employee received. If Rep. Collins retained an employee who did not perform duties commensurate with the compensation the employee received, then Rep. Collins may have violated House rules and standards of conduct.

Rep. Collins may have discriminated unfairly by dispensing special favors or privileges by retaining an employee with whom his Chief of Staff had a personal relationship. If Rep. OCC Recommendation

The Board recommends that the Committee further review the above allegation concerning Rep. Collins because there is substantial reason to believe that Rep. Collins used congressional resources for unofficial or otherwise unauthorized purposes.

Committee Action

On November 21, 2025, the Committee on Ethics released a statement indicating it would extend the matter regarding Representative Mike Collins pursuant to Committee Rule 17(a).

On January 5, 2026, the Committee on Ethics released a statement announcing it would continue to gather the information necessary to complete its review. The Committee published the OCC report and findings and announced the allegations would be further reviewed pursuant to Committee Rule 18(a).
