On October 7th, 2025, the Office of Congressional Conduct transmitted a referral to the Committee on Ethics of the United States House of Representatives regarding Brandon Phillips.
Nature of the Review
Brandon Phillips may have used congressional resources for unofficial or otherwise unauthorized purposes. If Mr. Phillips used congressional resources for unofficial or otherwise unauthorized purposes, then Mr. Phillips may have violated federal law, House rules, and standards of conduct.
Mr. Phillips may have discriminated unfairly by dispensing special favors or privileges by participating in the retention of an employee with whom Mr. Phillips had a personal relationship. If Mr. Phillips discriminated unfairly by dispensing special favors or privileges, then Mr. Phillips may have violated House rules and standards of conduct.
OCC Recommendation
The Board recommends that the Committee further review the above allegation concerning Mr. Phillips because there is substantial reason to believe that Mr. Phillips used congressional resources for unofficial or otherwise unauthorized purposes.

Committee Action
On November 21, 2025, the Committee on Ethics released a statement indicating it would extend the matter regarding Mr. Phillips pursuant to Committee Rule 17(a).
On January 5, 2026, the Committee on Ethics released a statement announcing it would continue to gather the information necessary to complete its review. The Committee published the OCC report and findings and announced the allegations would be further reviewed pursuant to Committee Rule 18(a).
