Bill Luther serves as Co-Chair on the Board of the Office of Congressional Conduct, having been appointed to the Board on December 23, 2021. From 1995 to 2003 he was a member of the U.S. Congress representing the 6th District of Minnesota. He served as Regional Democratic Whip and on the House Energy and Commerce Committee.
Since Congress, Bill has been a mediator with Gilbert Mediation Center Ltd. in Eden Prairie, Minnesota and has also worked as an attorney and government relations consultant.
Karen L. Haas was appointed to the governing board of the Office of Congressional Conduct on February 22, 2021. Ms. Haas retired from the United States House of Representatives in 2019 after more than thirty years of service. She served as Clerk of the House of Representatives beginning in the 109th Congress and concluded her service in the 119th Congress. The Clerk leads an organization of two hundred professionals providing legislative support and services to Members of Congress, staff and the public. Ms. Haas was reappointed by both republican and democratic Speakers of the House.
The Office of Congressional Ethics, established by the House of Representatives, is an independent, non-partisan entity charged with receiving and reviewing allegations of misconduct concerning House members and staff and, when appropriate, referring matters to the Committee on Ethics. Consistent with the desire of the House for more transparency in these matters, the OCE released today a report for the fourth quarter of 2021.

Caleb Moore is the Director of Operations of the OCE. He has over 14 years of congressional experience, most recently as the Administrative Director to U.S. Senator Amy Klobuchar (MN). Prior to that, he served as the Director of Operations to Senators Jerry Moran (KS) and then David Perdue (GA).
Mr. Moore graduated from the University of Kentucky with a B.A. in Political Science and Economics. While at the University, he served as student manager for the men's basketball team
